Almost all taxis in Cebu are metered, and most taxi drivers are honest, but some will try to charge you more than the meterered fare. You are not required to pay more than what is on the meter, no matter what the driver says.

 

If a driver refuses to use the meter, then get out and find another taxi. Taxis are plentiful, cheap and efficient, so simply flag own another one down and tell them where you want to go.

 

Most drivers know where almost everything is. If they don't, then flag down another one. If your driver goes the wrong way more than once, it is probably an attempt to increase the fare on the meter. If you are in a central area, get out and find another taxi. 

 

If you call a metered taxi to pick you up at one of the isolated resorts on Mactan Island, be prepared to pay more than you actually should. Drivers will manipulate the meter or simply ask you for a fixed price. See if your resort can call you an honest taxi.
