The exclusive Victoria taxi cab company serving the YYJ Victoria International Airport is Yellow Cab, meaning that only they may be hired from the arrivals area. Their Victoria Airport taxis are yellow in colour.
If heading to downtown Victoria from the Victoria Airport, taxi drivers will most likely take the Pat Bay Highway (or highway #17) and the trip should take about 30-40 minutes.
Taxi trips from the Victoria Airport to Butchart Gardens will either be via the Pat Bay Highway or West Saanich Road.
If catching a taxi from downtown Victoria to the YYJ Victoria International Airport, please consider using Yellow Cab since all other companies are prohibited to pick-up passengers from the Victoria Airport (see Scams, below).

Unofficial Victoria Airport Taxi Service or Hire Points
Due to the Victoria taxi 'minimum enforcement fare' scam going on at the YYJ Victoria International Airport (see below), there is a way to hire a Victoria Airport taxi unofficially if your journey will be to locations such as the Swartz Bay Ferry Terminal, Sidney, or as far south as Brentwood Bay.
If you are going to one of these destinations, to avoid the scam, just visit a pay phone in the terminal and call a local taxi (e.g., Peninsula Taxi: 250-656-1111) and they will pick you up at the YYJ airport shortly. To meet an unofficial Victoria Airport taxi, head out the door next to the baggage claim and walk across the street to the first parking lot -- the unofficial taxis wait in the first lane immediately after you cross the street. Note that Peninsula Taxi generally only has one driver on during the morning hours, so best to book ahead if you can.

Victoria Airport Taxi Scams
Minimum Fare Enforcement
As Yellow Cab has exclusive rights to take passengers from the Victoria Airport, most cab drivers with this company will line up for hours waiting for a lucrative fare from the Victoria Airport to downtown. Due to their waiting time, they do not readily entertain other destinations from passengers that do not involve a minimum ~CAD 40 fare.
IHateTaxis.com has heard from several individuals (and we have experienced this as well) when taking Victoria Airport taxi services that they have been refused cab service for closer destinations, including Sidney, the Swartz Bay Ferry Terminal, the Institute of Ocean Sciences, Saanichton, and sometimes Brentwood Bay. This has included dumping passengers and their luggage outside the airport followed with a few choice words! Yellow Cab will usually take passengers to Butchart Gardens, just south of Brentwood Bay, although this might be shy of the "minimum fare".
Under their contract with the Victoria Airport authority, this practise of "minimum fare" or non-"short tripping" is not permitted, yet the Victoria Airport authority does not enforce it unless customers complain directly to them, which rarely happens.
We recommend either using the unofficial hiring point (see above) when heading to destinations on the Peninsula or DO NOT state your destination to the taxi driver until they have pulled out of the queue from the airport and have past the first roundabout, which will likely be met with resistance, but now the Victoria Airport taxi driver has lost his line-up position he 'might as well' take you to your destination (or dump you and your luggage).
